The untold story of China's rise as a global superpower, chronicled through the diplomatic shock troops that connect Beijing to the world. China's Civilian Army charts China's transformation from an isolated and impoverished communist state to a global superpower from the perspective of those on the front line: China's diplomats. They give a rare perspective on the greatest geopolitical drama of the last half century. In the early days of the People's Republic, diplomats were highly-disciplined, committed communists who feared revealing any weakness to the threatening capitalist world. Remarkably, the model that revolutionary leader Zhou Enlai established continues to this day despite the massive changes the country has undergone in recent decades.Little is known or understood about the inner workings of the Chinese government as the country bursts onto the world stage, as the world's second largest economy and an emerging military superpower. China's Diplomats embody its battle between insecurity and self-confidence, internally and externally. To this day, Chinese diplomats work in pairs so that one can always watch the other for signs of ideological impurity. They're often dubbed China's "wolf warriors" for their combative approach to asserting Chinese interests.Drawing for the first time on the memoirs of more than a hundred retired diplomats as well as author Peter Martin's first-hand reporting as a journalist in Beijing, this groundbreaking book blends history with current events to tease out enduring lessons about the kind of power China is set to become. It is required reading for anyone who wants to understand China's quest for global power, as seen from the inside.

The author has done an outstanding job in 230 pages of main text, placing China’s diplomacy in historical context, sprinkled with some little portraits of key people and sometimes amusing snippets about something ridiculous that happened to some key players. He gives a very complete picture of the historical context often jumping ahead briefly to note how historical practices and attitudes are mirrored more recently.Going back briefly and concisely to the 19th century and moving through major events of the 20th century he explains Chinese shame and anger at past treatment and the effects on current attitudes of the public, domestic political process and how this affects diplomacy. He explains how the Chinese have sought to manipulate foreigners by choreographed flattery for even minor visitors. He shows how Chinese diplomats have been constrained by domestic politics and forced to follow strictly official talking points and encouraged to react with bluster to foreigners for the home audience. The book gives a comprehensive picture of major events in Chinese history, including the relations with Japan, the development of the nationalists vs the communists, the great leap forward and the cultural revolution and changing relations with Russia and America – giving brief but vivid pictures of these major events and how they affected China and Chinese diplomacy. Extensive inclusion of comments by many officials in China, America and elsewhere support the fascinating story throughout the book, including brief portraits of the political interchanges with Presidents – both Bushes, Reagan, Bill Clinton, Obama, Trump, Hillary as Secretary of State, and Kissinger in and out of office. This book will be fascinating to anyone interested in Chinese politics or business, explaining how to interpret Chinese actions that may seem perplexing. It also provides the context for those not familiar with Chinese history to get a good understanding of the relationship of China to the outside world over time and at the present. His thoughtful review of the strengths and weaknesses of Chinese diplomacy would be useful for Chinese officials if they are allowed to access it. That is unlikely since it contains brief criticism of Xi Jinping and also explains why much of the world has reacted against Chinese bullying.
